Policies can be attached to a project. Add the project in the same way as it is added to a resource.
The policies added for a particular scope in this section are applied to all the resources in a project. For example, if a policy is added to Proxy Request scope, all the resources will have this policy processed first.
To add a policy to a particular scope, choose the scope and add from existing policies by using the Edit 
button.
